Ice Dams On Rubber Roof

Anyone know how to stop ice dams on the roof? My dad has a crappy apartment building with a rubber roof and it gets really bad ice dams.

Winter doesnt look like its going to let up any time soon and I already knocked the ice off twice this year. I probably got 10,000 lbs off the roof today.

I was think calcium cloride may keep it melted but I dont want to mess up the rubber roof.

Next year I hope its sold or get some of the heaters up there to keep it melted.
