It sounds like what you are running into is pretty typical. The tool manufacturers spend a pretty penny on R & D, and one of the big dangers is they may already have something similiar to what you are proposing already in the works. If they agree to see your design and it happens to be something along the lines of what they are already planning to roll out they are going to say no thanks to your idea and what do you think is going to happen in 18 months when they roll out their product that is similar to yours?
