Grading+EPDM Rubber For A Dry Basement - Post In WHICH FORUM?

I have a question about exterior grading as a means of reducing dampness in a cinderblock basement wall (house built 6o years ago). The method I want to employ is unusual, and I'd appreciate some solid advice before I commit.

In which forum should I post?

You may want to introduce yourself before asking any questions, just the polite thing to do.
