Filing A Lien In Fairfax County VA

I live in Northeast Ohio and I may need to file a lien on a property in Fairfax County VA.

Anyone have any insight as to the best way this could be done.

It is one of those things that is not a lot of money, but the guy really pissed me off and I am willing to spend to attempt to irritate him a little.
