Craigslist Ad Asks For "minority Subcontractor" Bids


Here's a craigslist ad that kind of made my head tilt

QUALIFIED MINORITY SUBCONTRACTOR bids are being solicited by Rafferty Construction Corp., Asheville, NC for the Capital Fund Program NC 65-50108 - Monroe Housing Authority - Monroe, NC - Maintenance Garage

LOCATION OF PROJECT: Monroe, NC

DESCRIPTION OF PROJECT: Approximately 3,870 SF addition.

Interested Subcontractors may view the plans and specifications at the office of Rafferty Construction Corporation at 670 Weaverville Highway, Suite #5, Asheville, NC 28804, or may request an email copy of the plans and specs by replying to this ad with full contact information, minority business status if applicable. PLEASE NO PHONE CALLS - EMAIL RESPONSES ONLY.

Bids will be accepted up to 12:00 NOON, Monday, April 7th.

NOTE: WE ARE ALSO ACCEPTING NON-MINORITY SUBBIDS.

So what does that mean? They basically want just Mexicans to submit bids. But they put the note that they will "accept" non-minority bids to protect from equal opportuinity. Kind of funny.

federal minority, small and women owned business have to make up a certain portion of a general's bidding subs for fed / gov work, that's all.

It's probably some sort of government requirement. I've never dealt with it in construction but I have a friend who does medical staffing for VA hospitals. I've heard her talking about how the hospitals have to use certain types of companies for a % of their staffing needs. I can't remember if they have to use smaller or minority owned companies or both. I think these minority owned/small companies can use her company as a subcontractor.

I would think Rafferty Construction probably got the job with the requirements that a certain percentage of their subcontractors were minority owned or something like that.

Our company is HUB certified (Historically Underutilized Business) in Texas and Austin. It opens a few doors, but it is not a give away by any means. You still have to bid and be competitive, and, above all, provide quality or it won't matter what you are certified as. It is one of the few Government set-asides I actually agree with. Most state, federal, and university projects have a HUB goal, usually around 25%. They seldom make full goal, but they have to make the attempt, and those who do get preferential treatment in the final contract award.

Mexicans aren't the only minority, in a few years they will be the majority. Who will do the jobs Americans won't do then?

Anyhow the whole thing seems fair, these minorities are not as good as non minorities, why else would they be given special treatment?

The only special treatment given is an offer to bid. The preferential treatment is given to the GC who offers them a chance.
