Boat Dock

I have a client who lives on the Ohio River. Their dock will be under a few feet of water numerous times a year. There are some existing pillions about 40' from shore. There are numerous 4x4's on the ground that used to have decking attached to them. They would like a new, and large, dock built. Tying onto the pillions is a no brainer, where able. The 4x4s have a little play in them. Any thoughts on using them for further tying onto? Also, where needed, what is the best method of securing the posts into the ground? I have a thought or two but just curious what the masses here think?

Thanks in advance for all your help.
TP
