Basement Waterproofing Help

I have a good friend who lives in Illinois who has a problem with water flowing into the basement every time it rains hard.

I live in California so I am not familiar with water proofing a basement. Can anyone help me with the best way to waterproof the basement based on the pic. Thanks.
