vinyl floor with felt backing showing

i am doing a flooring job where the customer has started to take out the old vinyl floor but then quit with a good portion of the felt showing. now he wants to put the new vinyl floor over what is left.i know i can put a leveler over the back the of vinyl but i don't know what to put over the felt that is showing. can anybody help me out here please?

Either finish scraping the old floor up or cover it with a subfloor.

everything is over cement so what kind of subfloor do i put down?

Take a garden sprayer and soak it down with hot water. Let it sit for 15min and scrape it up with a 5" heavy duty scraper available at Lowes. I would then skim coat the entire area with Ardex feather finish, scrape down again with one of your now dull blades. Sweep, vac and lay new vinyl.

Oops, ya left that detail out the first time.
Looks like yer scrapin. I have had luck with a four inch bladed scraper and some elbow grease. Try to get it all up .

i also didn't tell you that it has asbestos in it so i was trying to avoid scraping it up

Keep it wet, bag all of the scrapings in black contractor trash bags and declare it at the local landfill. If you're still looking for the easy (but not cheap) way out use some self leveling over the entire area and encapsulate it.
