Request for a contractor from NJ Craigslist

Found it today, figured I'd post this. If this was my trade, I wouldn't touch this without cash in my hand up front. But who knows what his story is. (Although it sounds a little odd.) HUD job maybe?

14000 sqft vinal tile. Demo & Install.
Must have Ins-Work Comp, This job requires a Public Works Registration, or be willing to apply the coast would be $300.00 for the licenes and if takes 7 to 10 days to obtain.
A flooring contractor with a experience crew is what I am looking for.
Please dont wast my time or your time if unable to produce these items.

A felon unlicensed low bidder looking for a license perhaps? AND to do the work for him? Nice. You wont see any money up front. And by the time the bidder gets paid by HUD he will disappear, and guess what?

These craigs list posters really come off like Jerks- I see this a lot.

They think just because they are posting a job that they can be jerks about it..." Must have x y z or dont bother wasting my time...."

Uhhh ok, who do these idiots think they are?

I wouldnt touch this job BTW.
