Do you have access to the underside of the floor?

New to me. Some of the old guys used to use roofing felt under hardwood. Usually it just dries up.
You may have problems outside of the flooring.

I still use the roofing felt if the moisture below the floor is high. It seems to work better than the cheap a55 rosin paper

It may very well be cutback tar adhesive, residue.
The sanding heated it up and it is wicking up, is a possibility.

Are you talking about sealing just the one area or the whole floor?
If you are talking the whole floor, I think that would be a mistake.
I think that replacing that one plank would be the best option.

If you have access, have you looked at the under side of the floor? Trying to seal the floor will probably only result in the finish lifting.
