Question on Glass Block reusing

Hey guys well this question isnt for me but a friend of mine who owns a dentistry. Some guys build a receptionist office for him a couple of years ago with glass blocks from the countertop to the ceiling and using the glass blocks to support just an interior ceiling. They used real grout in the project. 2 questions
1st. Can the glass blocks be reused? If so with how much work and difficulty?
2nd Are they able to be used structurally like real block?

Looks like whoever did it, didnt re- support the counter support weight of blocks, and interior ceiling. Blocks are going to have to be removed before countertop can be redone. The supporting of the ceiling is no problem just have to find out someone to rebuild with the blocks. Trying to find out as much as I can for him so he can know about what he is looking forward to as cost. Any advice will be appreciative. Dont worry my only part of this would be to support the ceiling. LOL
