Possible Moistre Prob

i have just been asked to go out and check out an vinyl installation where the previous layer laid over the top of parquetry.
it has been down for about a year, and recently in the last couple of weeks or months <im not sure which> the parquetry floor has began to buckle and pop off the floor.
with my limited knowlege of timbre flooring products and not actully seeing the floor im suspecting possiblly a pipe has split inside the slab or some other form of moister.
is there any other possibilities?

No, someone place a material with a high perm rating, over the wood, trapping all the moisture. If this is over concrete, it was just a matter of time. If it is over pier & beam, you have trapped the crawl space moisture.

You cannot place a moisture barrier over wood making a wood sandwich with moisture barrier bread.

Zackly right.

Just had such an issue in a candy store at a mall. The installer put karndean over parquet wood tile - over a slab -and it buckled like you wouldn't believe.

Got big bucks to rip up the jellybean Karndean, scrape the parquet off it and re install after putting a moisture retarder down.

One of those cases where a hack actually helped me make money

Good answer! Not to mention the vinyl installer used latex adhesive. They should have just pulled up the parquet or refinished it.
