Fine Powder Stuff Inside The Can?


Went to an old client's house to change a couple of mr16 bulbs and found the inside of the ic can full of this white powder stuff that looks cotton that's growing on the the metal inside of the can. What a mess. Anyone know what that stuff is? Is it harmful to one's health? I am thinking that it run so hot that is causing the vapor to solidified and stuck to the metal surface.
