Building And Laying An Oak Floor From Scratch

I've just bought a mews type building which has a concrete floor downstairs. I plan to turn this area into workspace and want put in a great looking floor. There is not enough height to build off the existing concrete and also there is a 70mm fall from back so I'm ripping it up. My plan is to dig down, line with a DPM, cover with a Drylene mix (dry concrete mix), set foundations, build sleeper walls, plates, 50x100mm C24 joists and lay an oak floor. I've been advised that the best way to vent the floor is from within the room itself and not from air bricks as this would bring cold damp air in to meet warm air thus creating condensation.
The reason for going this route and not relaying a concrete base is I can hide all pipes, wires etc and I like the spring of the joists.
Am I on the right tracks here? Any comments or experience in any of this would be greatly appreciated.
