This is unsafe.

If you ever see this sort of thing: 1) Notify the scaffold police. 2) Call your governor and legislators, obviously more laws are needed. 3) Grab a few guys and a tarp and race to retard this person's free-fall momentum before the ground does.

    I think he should tie off to the light pole, in case something bad were to happen he could fireman back down. Seriously though, that can't fly.
